Seattle City Light

Director of Finance

Seattle City Light is seeking a Finance Director who will provide strategic leadership for all aspects of budget preparation and reporting, financial planning, rates, and debt management. This position is responsible to oversee the development of $847 million O&M budget and $230 million CIP budget, issuance of debt financing of $1 to $1.5 billion, and development of financial policies which ultimately determine rate and debt levels for Seattle City Light. The position will report to the Chief Financial Officer and will manage a staff of 20. The candidate will possess a bachelors degree in finance, accounting, economics, business administration or a closely related field is required. Qualified individuals will have substantial management and leadership experience in finance, budget, and rates gained through ten or more years progressively responsible assignments; at least seven of which were as a manager or supervisor in a large, complex multicultural and diverse organization. Texas Municipal Power Agency

Chief Financial Officer

The Texas Municipal Power Agency (TMPA), a joint action agency created in 1975, provides wholesale electric power to its four member cities: Bryan, Denton, Garland, and Greenville, Texas. They are seeking a Chief Financial Officer who is responsible for maintaining, monitoring, and improving the financial position and outlook for TMPA by insuring wholesale electric rates charged are competitive in the Texas Nodal Market. The candidates overall responsibility is managing the Staff within the General Accounting, Treasury/Financial Planning, and Budget /Strategic Planning Departments through sound leadership and coordination skills. A Bachelor of Science in accounting, finance or business and at least ten years of utility accounting, finance, and rate-making experience is important. A Masters Degree and/or registration as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA) are preferred. San Miguel Electric Cooperative Inc - Christine, Texas

General Manager

The General Manager directs 180 non-union personnel through five direct reports including an Administrative Services & Fuels Manager, Engineering Manager, Mechanical Maintenance Manager, Electrical & Instrumentation Manager, and an Operations Manager. The General Manager reports to a 26-member Board of Directors comprised of both Managers and Directors (board members of member utilities) from STECs and BEPCs member utilities. In addition, the General Manager will work with Ad-Hoc- Audit, Negotiating, Employee Compensation & Benefits, and Operating Committees, each comprised of six to seven board members. The San Miguel Power Plant is a 400 MW single-unit pulverized coal facility with opposing-fired burners and a limestone scrubber. The units boiler manufacturer was Babcock & Wilcox. San Miguel does not own or operate transmission assets outside of the plants switchyard. The power plants lignite supply is trucked from a mine located 10 miles from the facility. San Miguel owns the mine and had historically outsourced all mine operations, but recently decided to purchase all mining equipment and renegotiated its operating agreement with the mining contractor. SMECI owns and operates its rail assets that include 62 rail cars hauling limestone supplies from quarries in San Antonio over a 15-mile connection to Union Pacific rail.

Tacoma Power

Senior Principal Engineer - Conservation

Tacoma Power created two new Senior Principal Engineer positions in the Energy Conservation Management Organization. These individuals will report to the Energy Conservation Manager and each will lead a four-person team of professional and technical staff in the development and delivery of conservation programs. These team leaders are responsible for securing energy efficiency with Tacoma Powers residential, commercial and industrial customers by providing primary engineering leadership and supervision of engineering and technical activities. One Senior Principal Engineer will focus on residential programs, while the other will develop and deliver commercial and industrial programs. These positions require an undergraduate, or higher, degree in an engineering discipline, as well as, at least five years of experience in developing and implementing conservation programs. Project management credentials and/or an advanced degree is a plus. In addition, a professional engineering (PE) license would be an added benefit. Compensation will be dependent on experience and abilities and will include a competitive fringe benefit package. The current established range for this position is $87,000 to $106,500.

Tacoma Power

Energy Conservation Manager

The Energy Conservation Manager will be responsible for meeting Tacoma Powers obligations under the Energy Independence Act, which requires qualifying utilities to undertake cost-effective energy conservation resulting in approximately 5 average megawatts of energy savings annually. The Energy Conservation Manager will help to build and strengthen the Energy Conservation Management Organization. He or she will develop and administer an annual department budget of $16 to $20 million and will build and direct a staff of approximately 32 to 38. In addition, the manager will represent Tacoma Power in the regional and national energy efficiency community. Tacoma Power expects the Energy Conservation Manager to be an integral part of the executive team, responsible to conceive and champion new and innovative ideas for continuous improvement to the scope and breadth of the utilitys energy efficiency product and service offerings. This senior-level position requires an undergraduate, or higher, degree in engineering, economics, mathematics, statistics, business (finance emphasis), or other related discipline, as well as, at least seven years of experience in developing and supervising demand-side management, energy efficiency, and/or market transformation activities. An advanced degree is a plus. Compensation will be dependent on experience and abilities and will include a competitive fringe benefit package. The current established range for this position is $126,000 to $154,000.

New Mexico Gas

Vice President, Gas Operations

Continental Energy Systems is purchasing PNM Resources natural gas distribution utility and will operate these assets under the subsidiary name of New Mexico Gas, headquartered in Albuquerque, New Mexico. New Mexico Gas will serve 495,000 customers in 22 of a total of 33 counties across New Mexico. The Vice President of Gas Operations will report to the President of New Mexico Gas. He or she will manage a 540-person staff and is responsible to provide strategic direction for all gas operations and direct annual capital and O&M budgets of $35 million and $37 million respectively. Candidates must possess proven executive leadership success with a wealth of knowledge and expertise in natural gas utility operations. A minimum of ten to fifteen years in management of gas operations is required. Ideally, candidates will possess an undergraduate, or higher, degree in engineering, economics, business, or other related discipline. Compensation will be dependent on experience and abilities and will include a competitive fringe benefit package that includes target incentive pay of 25% optimum incentive pay of 37.5% and a long-term or deferred compensation plan with a matching component.

Sunflower Electric Power Corporation

Chief Financial Officer

Sunflower Electric Power Corporation (SEPC) in Hays, Kansas is seeking a CFO to provide executive leadership for the development and maintenance of a financial management program capable of prudent and effective management of all matters involving cash, investments, debt, and all other financial matters. He or she will represent SEPCs financial condition and develop and maintain positive working relationships with financial institutions to assure adequate liquidity is accessible to support business operations. The CFO will lead the effort to establish and oversee the processes necessary to assure the integrity of all financial data and reporting. The CFO will direct and oversee the development and integration of the annual budget and rate setting process, ensuring accuracy, integrity, and availability of financial resources to support business operations. He or she will review the monthly budget to ensure SEPC is meeting its financial objectives and will implement resolutions to settle major variances. The CFO will also direct the cost /benefit analyses for all major capital expenditures and oversee the development of long range load forecasts, power requirement studies, and integrated resource plans. The CFO will lead the development and maintenance of an accounting program and reporting activities to ensure compliance with GAAP and other legal requirements.

Seattle City Light

System Operations Director

The System Operations Director will manage real-time operations of the SCL power system (generation, transmission and distribution. This includes oversight of control center operations, regional reliability organization interface and technical issues, transmission and distribution dispatch, generation dispatch, and information technology. The Director will provide oversight on power system automation activities. The Director will represent SCL on national and regional industry organizations such as NERC, WECC and the NWPPA. He or she is responsible for a budget of approximately $7 to $9 million and a 40-person staff. A Bachelor's degree in engineering, planning, business, public administration or related field is recommended. Ideal candidates should offer substantial management and leadership experience in power system operations of an electric utility typically gained through 10 or more years of progressively responsible assignments. Candidates should possess at least seven years of experience as a manager or supervisor in a large, complex multicultural and diverse organization. Qualified individuals must be a NERC Certified System Operator.

El Paso Electric

Director Generation Operations

EPE is investor-owned serving over 350,000 electric customers in west Texas and south central New Mexico. EPE owns, or has significant ownership interests, in six electrical generating facilities with a total capacity of approximately 1,500 MW. EPEs local generation include 62 MW at Copper, 229 MW at Rio Grande, and 474 MW at Newman; all of which are natural gas-fired facilities with fuel oil backup. EPE is adding a 2 x 1 GE7EA combined cycle unit at its Newman Station; the unit is scheduled for completion by the end of 2010. EPE is evaluating alternatives for meeting future customer loads and replacing aging generation units. They plan to add 300 MW of additional capacity by 2014. Some of this needed capacity could come from renewable resources like: wind generation, biomass or landfill methane generation, solar thermal generation, and geothermal generation. Under general direction of the Vice President of Power Generation is responsible for the management of the Cooper, Newman and Rio Grande Power Stations with a total staff of 115. Candidates must posses a Bachelors Degree from an accredited college or university in Engineering or an equivalent combination of training and experience. Fully qualified individuals must have ten years experience with an electric utility, of which, five years must have been in a Management capacity dealing with coal and/or gas gas-fired generation facilities.
